    The National Commission on AIDS said that almost half the people
 in the U. S. with AIDS are black or Hispanic, and that the epidemic
 must be addressed as a racial issue.  A report by the panel cited
 racism, poverty and lack of health services as factors undercutting
 efforts to halt the rapid spread of the virus among racial
 minorities.
