Ms. Gebbie, whom the president chose after several other candidates turned down the job, will be responsible for coordinating the government's response to the acquired immune deficiency syndrome epidemic and getting the numerous arms of the federal bureaucracy that have a piece of the issue to work together. She has been secretary of the Washington State Department of Health, administrator of the Oregon Health Division and was on several federal and state AIDS advisory committees and commissions.
