S. to Fight Health Plan By Oregon, Magazine Says WASHINGTON (AP) -- The Bush administration will deny approval of Oregon's unique health-care rationing plan on the grounds that it violates the Americans With Disabilities Act, U. S. News & World Report reported yesterday. The Oregon plan, the first of its kind, is the nation's boldest attempt to reform the health-care system. A state commission created by the Oregon Legislature has adopted a list of 709 medical procedures, ranked by priority. The rationing plan would cover the first 587 procedures on the list. The administration is expected to deny approval outright until the plan is corrected, or will give approval only on condition the alleged violations are resolved, the magazine said in its Aug. 10 issue. One category of non-covered services includes highly expensive treatments for incurable cancer, the final stages of AIDS and for premature babies who have almost no chance of surviving.
