    WASHINGTON -- Retired Adm. James Watkins, President Bush's
 choice for energy secretary, said at his confirmation hearing
 that he plans major changes in the way the nation's
 nuclear-weapons plants are managed.

    As expected, Mr. Watkins said the nuclear-weapons complex
 will be a top priority.  But in the first glimpse of how he
 will deal with the problems, he showed signs of the strong
 management style that won him praise when he headed former
 President Reagan's AIDS commission.
