Although two of three employers surveyed in Iowa, Missouri, Kansas and Nebraska still oppose government intervention in health care, the gap is narrowing, reports Mercer Meidinger Hansen Inc., a benefits consulting firm. Reasons: A perceived failure to control health-care costs, which climbed 22% in the region last year, and the recent focus on the number of uninsured persons. --- [8 lines irrelevant to AIDS have been omitted. -- sysop] --- NEEDLING ISSUE: Worried about the spread of AIDS, lawmakers in Rhode Island and Iowa tightened regulations on tattoo parlors. Similar measures have been introduced in Illinois, New Jersey and Utah. Since the AIDS virus can be transmitted via blood, concern has grown that tattoo needles could transmit it. AIDS experts consider that highly unlikely and say tattooing hasn't caused any AIDS cases. In Newport, R. I., a Navy town where tattoo parlors still flourish, state Sen. David Kerins sponsored his state's new law after learning parlors weren't being inspected. Tattooing of minors also is an emerging issue: Iowa restricts the practice and a proposed New Jersey provision would outlaw it, reports Wayne Kessler, director of State Net of Sacramento, Calif., which tracks legislation.
