    MOSCOW IS DRAFTING plans to create special economic zones
 around the Soviet Union that would be run along broadly
 capitalist lines.  The zones, designed to lure foreign capital
 and technology, probably will allow wholly owned foreign
 subsidiaries, have some form of convertible currency and have
 no customs duties.  An outline is expected by this summer.
