Those were some of the questions on Election Day ballots in 41 states. There were plenty of others. Here's a roundup: Health Care California voters, by a 66% to 34% margin, turned thumbs-down on hotly contested Proposition 102, which would have required doctors to report to public health authorities the names of anyone carrying the AIDS virus. The proposal would also have forced anyone who has or is "reasonably believed" to have the virus to provide a list of sex partners, and would have permitted insurance companies to test applicants for the virus. It had been viewed by opponents as a possible forerunner of a political backlash against AIDS victims. But California voters approved Proposition 96, which calls for suspects in some crimes to be forcibly tested for AIDS, under certain circumstances. That measure passed 62% to 38%.
