    New York City launched a controversial test program in an
 attempt to stem the spread of AIDS, giving drug addicts new
 hypodermic needles in exchange for their used ones.  The
 $240,000 project is believed to be the first of its kind in
 the U. S., though similar programs have operated in Europe.
