Senate Acts to Appropriate $946 Million to Fight AIDS WASHINGTON -- The Senate approved legislation calling for nearly $1 billion for AIDS research and education. The provision is part of a bill appropriating $129 billion for labor, health, human resources and education programs for the current fiscal year. The bill, passed 85-15, contains $946 million for AIDS education and research. More than $30 million in AIDS money is being appropriated separately. The measure now goes to a House-Senate conference to be reconciled with a similar House bill. The Senate bill was amended yesterday to include a provision to prevent federally financed materials about acquired immune deficiency syndrome from promoting homosexuality or drug use, requiring them rather to stress abstinence. The amendment, backed by Sen. Jesse Helms (R., N. C.), was watered down somewhat before being passed overwhelmingly. The provision was passed after a fiery debate in which Sen. Helms's opponents charged that a tougher amendment would hinder the government's ability to educate children about the threat of AIDS.
